Looks like I'll make it to Balbec at last!

Well, two geekeries are better than one, right? As shadowdaddy's very interested in seeing the Tour de France (and this year's route has just been announced - does it change each year?) and I want to see Cabourg, which Proust fictionalized as Balbec in volume 2 of Remembrance - we can easily go to one for the weekend and then watch the race on the Monday! Hurray for copacetic geeking!

You can more or less work out which mountains are going to be included about three times out of four, and similarly Paris gets the final stage about that often.

But apart from that, yep, it changes every year. Hosting the event is not at all cheap (you have to pay Le Tour to visit you) and they have a general policy of moving it around.

Book accommodation now!! Accorhotels.com is good - they let you cancel for free up to the day you're booked.

does it change each year?

Ayup. Sometimes it's clockwise, sometimes counterclockwise, and the towns along the route pretty much compete to be included, because it's the whole year's worth of tourism in a brief space of time.
